The Challenge

Limited Revenue mobilization from rates, fees and permits as a result of a manual and predominantly human based approach in all the three Sub-Metros: Ablekuma South, Okaikoi South, and Ashiedu Keteke. The result is inadequate funds to to provide equitable services to the residents and businesses in the metroprolis. As with some legacy systems, the manual collection and issuing of receipts for business operating permits, market tolls, parking permits, advertising bill boards and property rates presented challenges for the local government establishment. To build trust with its clients and improve efficiency across its revenue mobilization streams, the AMA sought partners to help digitise its entire operations across its revenue generation portfolio.

 

The Solution

Omni Strategies built a Centralized Digital Service and Payment Platform for the AMA. This system manages the entire lifecycle of revenue management at the Assembly level that ensures self-service and transparent payment options for rates, fees and permits. Additionally, the platform offers push notifications to keep clients informed with regular updates.

 

The Benefits

Presently in operation and the first of its kind in Ghana for a local assembly, market traders are being issued ID cards for identification. The digitised payment platform enables businesses, property owners, market traders (with unique identity cards), drivers and owners of commercial billboards to fulfill their financial obligations to the AMA in a convenient and transparent manner. This enables AMA to make accurate revenue projections and improve service delivery for its stakeholders.

What is also noteworthy is that, by the end of registration of market traders, the heads of the markets across the Assembly will have reliable data for planning, use the same data to leverage services (government and private), and support during disasters such as fire outbreaks.
